Considerations for Distributed Energy Resource Integration in Puerto Rico: Analytical Support for Interconnection and IEEE Std 1547-2018

Publicly accessible License

This report documents collaborative efforts by several U.S. national laboratories to support Puerto Rico's integration of distributed energy resources (DER) into its electric grid. The multi-lab team provided technical analyses, grid modeling, and stakeholder engagement to develop interconnection requirements aligned with IEEE Std 1547-2018. Topics include DER hosting capacity assessments, protection and control strategies, and recommendations for updating utility practices. The report also addresses unique considerations for the island's infrastructure, such as resilience to hurricanes and coordination among transmission and distribution operators. It serves as a resource for regulators, utilities, and policymakers involved in modernizing Puerto Rico's power system.
