The Interruption Cost Estimate (ICE) Calculator
Developed by the U.S. Department of Energy, Berkeley Lab, and Resource Innovations, the ICE Calculator estimates the economic costs associated with power outages for residential, commercial, and industrial customers. Users input outage duration, frequency, and customer characteristics to calculate direct costs such as lost productivity, equipment damage, and spoilage. Utilities and regulators use the tool to quantify outage impacts and justify investments in reliability and resilience.
